This deliverable template is used to describe a sample of the MIKE2.0 Methodology (typically at a task level). More templates are now being added to MIKE2.0 as this has been a frequently requested aspect of the methodology. Contributors are strongly encouraged to assist in this effort.
Deliverable templates are illustrative as opposed to fully representative. Please help add examples to this template that are representative of the proposed output.

The Data Governance team roles and responsibilities need to be clearly defined for the Data Governance organisation. At this point, roles and responsibilities are not directly related to an individual – the focus is on the work that needs to be done based on a general understanding as opposed to specifics. Roles and responsibilities will be re-factored as the scope of work becomes clearer.

Some core team roles and responsibilities are as below:
1. Executive Sponsor – Same as sponsor with additional responsibilities as follow:

  • Reviews and approves corporate data governance policies, procedures and standards
  • Influences, reviews and approves corporate data governance strategy and objectives
  • Provides reinforcement to ensure the success of corporate data governance by promoting and communicating
  • Clarifies business strategies to the corporate data governance Council (core team)
  • Influences data Sponsors and Users to authorize or authorize him/herself funding for corporate data governance specific work - Budget and Resources allocation

2. Chair – Has the oversight over the Data Governance strategic and tactical objectives as follow:

  • Leads and guides the corporate data governance council to achieve their objectives; includes all corporate data governance council responsibilities
  • Directs the data governance team to estimate budget and resources
  • Directs the data governance team to develop and implement data governance strategy and objectives
  • Works within data governance Sponsors and Users to build consensus and resolve conflict
  • Monitors the progress of the data governance work

3. Business Sponsors – Represented by the Data Governance Executive Sponsor (Core Team.1)

  • Review and approve corporate data governance policies, procedures and standards
  • Sponsor fixing and sustaining corporate data quality initiatives

4. Users Reps – Have the business process knowledge and provide direction as follow:

  • Prioritization of corporate data quality issues
  • Data requirements – Intent use of the data
  • Review and approve corporate data governance policies, procedures and standards
  • Help sponsor fixing and sustaining corporate data quality initiatives

5. Business Owners – Manage the business processes and responsible for:

  • Defining and enforcing the enterprise business data rules, definitions, policies, procedures and standards in alignment with the organisation's business operating model (i.e. compliance, business performance, and cost control).
  • Obtaining approvals of required corporate business data policies, procedures and standards from the Corporate Data Governance Council. Communicating data policies, procedures and standards to the organization.

6. System Owners – Manage the system processes to be responsible for:

  • Prioritization of corporate data issues systematic fixes and sustainability.
  • Technical implementation of corporate data issues fixes and sustainability

  • In an ongoing basis, the Executive Sponsor approves information policy and tracks the progress of quality initiatives compared to target plan.

Data Quality Leader (DQL)
  • The DQL provides day to day leadership over the DQM program.
  • The DQL has significant data management expertise and is deeply involved in all aspects of the program while also participating in the Data Governance Board and Executive Steering Committee.
  • Focal point for coordinating Data Owners and Data Stewards.
  • Owner of scorecard process and execution. Provide scorecard feedback to all involved parties
  • Ensures execution of policies and strategies of the Data Governance Board and Steering Committee.
  • Review and prioritizes projects, determine funding needs and requests funding approval from the Data Quality Steering Committee

Data Governance Board
  • Data Governance Board develops and monitors an overall strategic plan for enterprise wide data quality improvement.
  • Sponsors approve, prioritize and champion for data quality initiatives for all systems, LOBs and functions.
  • Ensures scheduling and resource allocation. Provide data quality feedback and progress.
  • Communicates with business segments to ensure expectations for data quality initiatives are in-line
  • Ensure resolution of escalated issues.
DQL, Data Stewards, Executives Quarterly

Executive Steering Committee
  • Responsible for developing Data Quality strategy and policies, as well as leadership/supervision for the overall program.
  • Active working committee of the Data Governance board. Accountability for executing Gov Board responsibilities.

  • Estimates high level funding needs, requests budget from the executive sponsor and approves data quality initiatives

Enterprise Data Architect
  • Provides single point of architectural coordination for all enterprise data related approved initiatives
  • Focuses on planning for infrastructure efficiencies, and linkage, cleansing and usage of data, ensures implementation of remediation and the priority of issues
  • Ensures compliance/execution of the data governance program policies, processes and procedures across data stewards
  • Reconciliation, re-creation, Data Definition design and maintenance
